General

Q: How do I get started as a RCRAInfo industry user?

New staff should create their own RCRAInfo industry account in their name and follow these steps to gain access to their facility ID(s):

  1. Please create your own RCRAInfo industry user account: How to create an account

  2. Please request access to your facility ID: How to request site access

  3. If there is an existing site manager your request will go to them to review. If they are unavailable, please contact your state. If there is no site manager your request for access will go directly to your state to review: State contact list

  4. One approved, please complete the electronic signature agreement if you requested Site Management or Certifier for any module: How to complete the ESA

Q: How do I reset my password?

A: Follow these steps to reset your password.

  1. Go to https://secure.login.gov .

  2. Select the “Forgot your password?” link near the bottom of the page.

  3. On the next screen, enter your email address.

  4. Click the “Continue” button.

  5. Check your email for a message from http://Login.gov .

  6. Click the “Reset your password” button in the message. This will take you back to the http://Login.gov website.

  7. Enter your new password.

    • To help prevent identity theft, consider strengthening your password by using: 

      • Unique phrases that only you recognize 

      • Multiple words with spaces to get to 12 characters 

      • Numbers and special characters 

    • Your password must have 12 or more characters and avoid combinations such as:

      • Common phrases or repeated characters, like abc or 111

      • Parts of your email address or personal dates, like your birthday

      • The same password, or parts of it, that you use for other accounts, such as your bank account or email

  8. Click the “Change password” button.


Q: How do I update my site permissions?

A: In order to change your permissions:

  1. You will need to click on your name in the top right corner of the screen.

  2. Click on the Profile link in the dropdown

  3. Click on "My Site Permissions" tab

  4. Click on the checkboxes you want to change your permissions for (or all if applicable)

  5. Once you click on a checkbox you will see the "Modify Permissions for Selected Sites" button will appear 

  6. Change your permissions 

  7. Click the "Send Request" button


Q: As a site manager, how do I change my user’s permissions?

A: A user with Site Manager permissions manages any other industry user(s) for the site who requests access. A Site Manager can also prepare, sign and submit forms, as well as manage user permissions for the site.

To change/remove a user's permissions:

  1. Click on the "Tools" menu and select "User Maintenance"

  2. Select the "My Users" tab

  3. You may Search or directly select a user's name.

  4. After selecting the user, Click on the "Site Permissions" tab

  5. Select the check box next to the site id and the blue "Modify Permissions for Select Sites" button

  6. In the Select Permissions pop up, change the permissions and click the blue "Save Permissions" button.

Q: How do I complete the electronic signature agreement?

A: After selecting Certifier or Site Management permissions, or submitting a new ID number request, you will be asked to complete the electronic signature agreement. This can be done via online identity proofing or paper form. If you choose online identity proofing, this can be done immediately. The identity proofing vendor and EPA will not store this data.

  • Please note the most common reasons people run into trouble with verification:
    • not using personal information (do not use business details)
    • recently moving or getting a new phone number
    • abbreviating their address or legal name (such as using a nickname for profile name or having recently changed your name)
    • general typos or not filling out all sections

  • If you're unsure, try using the details that were valid 3-6 months ago. The data sources they check against are not always immediately updated and recent moves or other changes can sometimes cause issues.

If you complete the paper form it must be processed by an existing site manager or mailed to the state regulator. Users without a US SSN must complete the paper form. Users located outside the United States are not eligible for Certifier or Site Management permissions.

ESA instructions

If a user wants to try electronic identity proofing but accidentally selected paper, a regulator with industry user maintenance permissions can reset their ESA status to None from their profile page. Do not ever set their ESA status to Received without receiving their paper form.


Q: How do I get out of the electronic signature agreement?

A: If you wish to get out of the ESA process, after you complete your security questions you have the option to decline electronic identity proofing. Do this, and then do not fully print out the paper ESA document. You can then return to the home page and submit a request to revise your permissions to be a preparer.


Q: How do I update my profile name?

A: You will need to contact the Central Data Exchange (CDX) helpdesk at https://cdx.epa.gov/Help to change your name, organization address and email address.  As a client program of CDX we do not have the ability to change this information through our application.

*Changes made in order to share or inherit an account from a departing colleague are also not allowed.

If a user is seeking to take over an account previous held by someone else, please deactivate the account and require the user to make a new account in their own name.

RCRAInfo accounts are designed to be utilized by individual persons and are not eligible to be transferred, shared, or inherited between multiple employees of a facility. Utilizing RCRAInfo accounts in someone else's name can be considered impersonation when signing documents and violates federal regulations.


Q: User working with Department of Defense or other military facilities experiences issues in RCRAInfo

A: If you are using an adblocker, antivirus software, or corporate security management tool,  try disabling this feature. You may also try using a private browsing window, disabling browser extensions, or on another device outside the corporate network if that’s allowed by your organization.

Additionally, please ask your IT staff to whitelist http://epa.gov , as the issue is caused by the browser or network being blocked from accessing all the necessary javascript files from being loaded while on http://rcrainfo.epa.gov from other http://epa.gov resources, likely due to security policies. Specifically whitelisting the domain https://cdx.epa.gov/ is important because RCRAInfo uses services to load javascript behind the scenes from this site during electronic signatures.

Q: I can’t find my ID number

A: Please search using the minimum amount of information (e.g. zip code or city, etc.) to ensure you aren’t excluding your site from the search results. If you are confident the site ID is not in RCRAInfo but has been issued by your state, please contact your state or submit a ticket via RCRAInfo’s Feedback/Report an Issue button.

Note for regulators: Certain states do not transfer all their IDs or do so promptly. This affects how quickly users can submit reports, hurts electronic manifest adoption, and reduces data quality. Please ensure your state’s IDs are transfered to RCRAInfo as soon as possible, or utilize the myRCRAid module to ensure immediate access.


Q: Why don’t I have my new ID number yet?

A: Please check that the ID number request has been submitted and is not in draft status. Users must complete the electronic signature agreement before they can submit.


Biennial/Annual Report

Q: Annual vs. Biennial Report

A: We are currently in a Biennial Report cycle, which means that if you are an LQG or TSD you must submit a Biennial Report. To do this, click on the Biennial Report tab to submit your 20XX Biennial Report information. If you do not see the Biennial Report tab, you must request permission. Refer to the online Help https://rcrainfo.epa.gov/rcrainfo-help/application/industryHelp/index.htm#t=MySites%2FUG-MySitesRequestPermissions.htm and https://rcrainfo.epa.gov/rcrainfo-help/application/industryHelp/index.htm#t=SiteDashboard%2FBiennialReport%2FUG-BRIntroduction.htm .

Annual reports can only be filed in off years (e.g. 2024 in January 2025, 2026 in January 2027) in states that require them. In all states, Biennial Reports are filed on the opposite cycle (e.g. 2023 in January 2024, 2025 in January 2025).


Q: How to print a Biennial/Annual Report

A: You can print your reports by going to the Biennial Report tab for that site and clicking the printer icon next to the submission for that cycle.


Q: Biennial/Annual Report 10% Discrepancy Validation Warning

A: This warning is an notification that your entered BR totals are different from manifest totals by more than 10%. The manifest data calculations sum the weights of all manifest waste lines that have at least one federal or state waste code.

Common reasons to trigger this validation include:

  1. Not all manifest records were uploaded by your receiving facility.

  2. You shipped waste that requires a manifest but is not BR-reportable in your state.

  3. You shipped waste with volumetric measurements but the optional density information was not uploaded, so the system utilized the density of water for this calculation.

If you have verified your manifest and BR data as well as confirmed that all BR-reportable wastes have been entered, please add a note in the Explanation section of the validation and submit the report.

Further, have you considered inputting BR information on your manifests via either the corrections process or asking your TSDF to include the Biennial Report Information with their manifest submission? They should have this information in their waste profile customer records. These manifest BR fields are available to handlers on each waste line in the Biennial Report Information section.

In addition, the BR fields are available to generators from the start of the manifest process, if generators are using fully electronic manifests.  Please feel free to reply all if you need additional assistance learning more about electronic manifesting or the BR fields.

Q: Invalid Flat File upload, questions

A: Please make sure to follow the outlined specifications for the 2023 Biennial Report file upload instructions.

Excel files are not supported, and the data must be in the proper flat file format as described in the specifications on page 5.

The uploaded file must be in the form of a ZIP file. These files must be:

  • flat files;

  • fixed-column formatted;

  • formatted such that each record in the file is followed by a carriage return/line feed;

  • formatted per the flat file specification’s documented in this booklet.

A submitter is limited to filing data for one SITE per ZIP file. There are no requirements as to the name of the ZIP file, however, it is recommended that you use the handler id associated with this site (e.g., ALD123456789.ZIP).


e-Manifest

Q: I submitted a manifest but there is a mistake I can’t correct (typo in the manifest tracking number or submitted from wrong site)

Q: I am getting an error when trying to submit a manifest

Q: How can I edit/correct my manifest?

A: Please go into the emanifest dashboard for the site you are working with. Locate the signed or corrected manifest in the received or image only table and click the 'View' icon under the actions column to view it. At the top and bottom of the form, there is a green "Make Changes" button. Click that button, make your changes and sign your corrections. You must have e-Manifest Certifier permissions to make corrections.


Q: I can’t find my manifest

A: Please confirm you have e-Manifest access to the site in RCRAInfo. Use the search feature on your e-Manifest dashboard to check for the manifest. If you don’t see it, please reach out to your designated facility to confirm they correctly uploaded the manifest and associated it with your generator ID. If they are unwilling or unable to upload the manifest, or claim it is exempt, please contact your state or submit a ticket via RCRAInfo’s Feedback/Report an Issue button

Q: Page not working / user found a bug

A: For the errant page, please send the user and open a USITS ticket with their response:

Please describe what you were trying to do when you encountered the issue. Please take screenshots and copy the text of any errors. In addition, some errors are hard to find, can you please send me a screenshot and a copy of the text that includes your browser's Web tools, browser console.  (the text will be voluminous, please copy it all)

 There should be an error in the console that will better help us better assist you. Here is how to access your browser console. Do this just before reopening the page that is giving you the error and keep open until you are at the point to where you are able to reproduce the error.
